Abstract
By integrating the generalized efficiency measure with the Luenberger Productivity Indicator, this paper enhances productivity assessment at the industry level from the regulators’ perspective. This is achieved through a modified directional distance function model with constraints regarding regulators’ preferences and attitudes. This approach also builds connection between Multiple-Objective Programming and multi-time series productivity analysis. By using the suggested approach and treating the European railway industry in the Year 2021 as the base group, this research also provides insights into whether a more complex railway transportation network indicates greater resilience during long-term disruption, offering implications for regulatory and policy decisions in transportation sectors.
