Abstract

The aim of this talk is to describe the development of an instrument for assessing the digital maturity of schools. It was determined that the most suitable instrument for this purpose was a rubric combined with a TOPSIS-like method for calculating the level of digital maturity. A rubric is commonly used in performance evaluation and includes descriptions of quality performance levels based on selected criteria. This instrument was employed to assess the digital maturity of Croatian schools as part of the project “e-Schools: Development of the System of Digitally Mature Schools,” funded by the European Commission. In this project, a Framework for Digitally Mature Schools (FDMS) was developed, defining five levels of digital maturity along with accompanying elements that served as criteria in the rubric. Consequently, five descriptors were defined for each criterion to describe the expected performance at each level. More than 1,300 schools were evaluated using this instrument both at the beginning and end of the project. In addition to assessing the current level of digital maturity, the instrument provides guidelines for improving a school's position on the digital maturity scale. One of its key advantages is its versatility — its underlying concept is quite general and could be applied to other areas of evaluation beyond digital maturity.
