Abstract

In times of great social and economic crises, one of the primary focuses should be strategies that contribute to greater implementation and use of ICT and digital technologies in all spheres, economic and social, as well as the allocation and optimization of limited resources to achieve the best possible effects for the purpose of sustainable development. Worldwide opportunities to access and use ICT and digital technologies vary dramatically. The consequences of digital exclusion are most often reflected in social exclusion when an individual belongs to a “vulnerable” group of the population, because almost all information, as well as great opportunities that significantly affect the life quality of individuals, are provided through ICT and digital technologies. Thus, monitoring movements of expansion and use of ICT and digital technologies by a “vulnerable” group of people, according to which the aims of new strategies should be defined and implemented, has become very significant for the bearers of economic and social policies in all countries. As the authors did not find an adequate model/index for monitoring the availability and use of ICT and digital technologies by "vulnerable groups" through the literature review, this research focuses on the review of available models and composite indices for the purpose of identification of key components, indicators, and influencing variables, as well as the methodologies used for its construction and validation.
