Abstract
We study how to decarbonize the Norwegian coastal fishing fleet such that the total decarbonization cost are minimized. We use a model for optimal fleet renewal to study which zero- and low-emission technologies should be part of the future energy mix in the Norwegian fishing sector. The model accounts for both investment costs in new vessels, operating costs (incl. fuel costs) of the fishing vessels and carbon taxes. Our analysis shows that financial incentives need to be supplemented by a development of the regulatory boundary conditions to achieve a cost-effective decarbonization.
