Abstract
Standard Systems Engineering focused on identifying the technical stakeholders and their needs that constrain and drive the development of a solution. These solutions can either be a complicated product system (ship, building, engine) or a complex system, capability or service (such as a city, transport system or health service).
This paper will explore how these solutions are created, and especially focus on two important “systems” that interact critically with the technical solution.
The first of these is the program / project to develop the solution. This provides significant additional constraint in terms of system development cost, project timescale and resource availability. A technically sound solution that does not meet the program constraints is not viable
The second is the organization, and its capabilities – people, technology, knowledge, tools, processes, infrastructure, roles, etc. – if these are either not adequate or not properly used then there is great risk the development will be unsuccessful
These system consideration make the development of any engineered solution (complicated or complex) more than a technical challenge – it is a complex socio-technical system situation.
