Abstract
Open Government Data (OGD) is crucial for transparency and trust in governance. Despite Kazakhstan's high E-Government Development Index (EGDI = 0.9009), OGD potential is not fully used. Our study analyzes factors affecting citizens' trust in digital government services in the context of public development programs.
Survey data from Almaty region, analyzed using STATA, reveals low trust in government digital platforms (2.8/10 average) and limited e-service usage (76% use less than monthly). Instead of what was expected, socio-demographic factors showed no significant influence on trust levels (p > 0.05). The most significant factors were service quality satisfaction (r = 0.45, p < 0.001) and accessibility.
Comparative analysis with Uzbekistan and Kyrgyzstan indicates similar regional trust issues despite different digitalization rates.
We propose an OGD ecosystem enhancement model including: improved data quality, feedback mechanisms, educational campaigns, and developer-friendly environments. This model addresses post-Soviet countries' specific context.
Our research contributes to OGD value creation theory, demonstrating that digital platforms alone cannot increase public trust or governance efficiency. We offer practical mechanisms to bridge the gap between digital initiatives and effective governance in Kazakhstan and neighboring countries.
