Abstract
Our study uses Behavioural Operational Research (BOR) to develop empirical tools for examining the complex digital transformation processes in Higher Education Institutions (HEIs), focusing on their complex cybersecurity challenges. We will explore the often-neglected organisational dynamics and stakeholder perceptions which critically impact cybersecurity policies and practices. Traditional research has concentrated on technical defences against malware and phishing, often overlooking the crucial interplay between human behaviours and organisational strategies. Our innovative survey-based methodology, anchored in the House of Security framework, integrates aspects such as confidentiality, integrity, availability, and others to capture diverse stakeholder perceptions systematically.This approach addresses existing shortcomings in survey design. It aims to provide a holistic view of cybersecurity issues across various stakeholders, including administrators, IT staff, and academic personnel. The anticipated results will establish a baseline for targeted interventions and refine models for effective cybersecurity governance. Finally, our research enhances understanding of the systemic and behavioural complexities in managing cybersecurity within HEIs, emphasising the need to align technical measures with organisational behaviour to strengthen cyber resilience against evolving threats.
