Abstract
More organisations are seeking openness in their strategizing processes. In Dutch infrastructure this trend is pursued in more interorganizational strategizing, in which we have found during empirical research based on 55 interviews that three paradoxical tensions arise: collective-autonomy, collective sensemaking-usability, and strategizing-operation. Based on our earlier conceptual research on what operational research (OR) can contribute to these open strategizing processes and our empirical research on the paradoxical tensions, we have formulated an intervention design that addresses these paradoxical tensions based on the characteristics that OR can contribute. We will present our intervention design that includes OR methods within visioning and adaptive frameworks to address the paradoxical tensions of interorganizational strategizing in Dutch infrastructure using OR. The intervention design aims to integrate perceptions and knowledge of broad stakeholder groups within small group workshops. The intervention design will be iterated through the use of six sub-cases of strategizing within the strategic alliance to evaluate the intervention design. Finally, we will present our preliminary results of the intervention process focussing on the design itself, on the interplay of the interaction of inclusion as suggested by open strategizing with small group OR workshops, and the evaluation of the experienced paradoxical tensions by participants within our intervention design.
