Abstract
Effective energy planning requires integrating quantitative and qualitative methods, combining data-driven modeling with stakeholder participation. This study presents a framework that integrates optimization models with multicriteria analysis and participatory governance to develop an energy model for Ecuador's power sector. Using the Analytic Hierarchy Process and PROMETHEE methods, the research captures the perspectives of government, academia, the private sector, and civil society, evaluating nine criteria across social, environmental, and technical categories. These inputs feed into the energy cost optimization model using the urbs tool. Results highlight differences in stakeholder priorities: civil society values biodiversity protection, while others focus on minimizing displacement to avoid conflicts. Technical criteria like accessibility and proximity to transmission lines are prioritized by the public and private sectors due to economic impacts. Three scenarios are explored: the Policies scenario based on government plans, the Governance scenario with multi-actor preferences, and the Ambitious scenario targeting a 100% renewable energy matrix by 2040. Findings show that the Governance scenario balances social and environmental criteria but still depends on non-renewable sources, while the Ambitious scenario eliminates fossil fuels at higher costs. This approach suggests a shift in energy modeling, balancing environmental, social, technical, and economic aspects.
