Abstract

The Global Entrepreneurship Monitor (GEM) report provides the results on entrepreneurship held every year across the world. The rising number of participating countries in GEM contribute to build the biggest database on entrepreneurship, which includes a variety of relevant primary information on different aspects of entrepreneurship. This database allows to obtain insights on the patterns and trends that prevail in the participating economies, from two perspectives: geographic regions and economic development stages. Integrating the GEM, the National Experts’ Survey (NES) provides insights from experts in each economy on nine Entrepreneurial Framework Conditions (EFC) considering a set of 12 indicators. These indicators provide relevant information regarding the entrepreneurial environment of each country. According to the best of our knowledge, in the literature, there is not any tool that allows analysing this information, in a simplified way and establishing rankings. In that scope, a composite indicator may be a useful tool for policy making, providing information on countries performance, conceptualizing phenomena and simplifying complex information. Also, when defining rankings, several goals must be considered and the fact each indicator doesn’t have the same importance for the entrepreneurial environment. In this context, the European Union countries is a relevant study area for the diversity of countries with specific entrepreneurial policies and environment
