Abstract
Turnaround apron operations involve a diverse array of interconnected services required for aircraft handling. Short-term planning of these services demands comprehensive coordination between the participating organisations to effectively manage the multiple interactions arising. This includes coordination efforts between aviation service providers (SPs) which are subcontracted by airlines for turnaround services and a coordinator such as the airport operator. Traditional coordination approaches largely focus on the priorities of a single stakeholder, typically airlines and airports. This paper introduces four cross-organisational coordination strategies for apron operation planning with varying levels of SP participation in decision-making. A simulation-optimisation approach based on Constraint Programming is used to model and solve the apron planning within the proposed coordination settings. Experiments suggest that equitable central coordination enhances robustness and resource efficiency of plans, while more pragmatic strategies can address specific challenges of SPs such as resource scarcity, still yielding positive outcomes in terms of schedule stability.
