Abstract

This study proposes a multistage stochastic framework for hub and service network design in freight transportation under demand uncertainty. It integrates strategic hub location, tactical seasonal vehicle planning, and operational routing/outsourcing. Modeled on a time-expanded network with commodities and seasonal distributions, the three-stage program minimizes hub, transportation, and outsourcing costs, enforcing capacity and path constraints. This work contains novel model integration, solution methods for large instances, and managerial insights from an LTL carrier.
