Abstract
Truck platooning can improve freight transportation efficiency, but its economic benefits are uncertain because they depend on operating conditions. This study addresses tactical hub network design for truck platooning under uncertain cost savings. We develop deterministic and two-stage stochastic optimization models for hub location and routing and solve the stochastic model using Sample Average Approximation. Results based on real-world data show that platooning reduces costs and improves delivery performance, while accounting for uncertainty supports more robust freight planning decisions.
