Abstract

Natural disasters such as floods occur more and more frequently due to climate change and claim many victims. If protective measures such as floodplains and dams are not sufficient or are damaged, emergency services must be deployed. In order to be able to deploy them as effectively as possible, we present a model for emergency response planning in the event of flooding.
There are no studies on this topic in the literature to date. For water spreading we use a cell-based approach.
We first present a basic model formulation. A priority rule procedure is developed and eight different priority rules are tested. A comprehensive calculation study illustrates the speed of the priority rules and identifies two rules as the best.
