400. Transformation of a Rural Settlement in Lagos, Nigeria using a Community Operational Research Approach

Abstract
Community Operational Research (COR) is the branch of OR that addresses community-based issues such as community development planning; disaster preparedness and response; healthcare access, quality, and improvement; poverty reduction strategies; education access, and quality; social network analysis for community mobilization; and participatory decision-making processes within marginalized communities, etc., using analytical methods. In this work, most of the issues described in COR above were used to transform a rural settlement. The community was divided into Areas, Zones, and Central for ease of administration. Each Zone is headed by a Chairman and the decision-making organ of the Zone is made up of the chairmen of the areas. The Central Authority (CA) is headed by the Central Community Development Association (CCDA) Chairman and, the six Chairmen of the six zones. Furthermore, we examine the values of COR as a way to strengthen community participation. We described the work of the COR in the rural settlement. We discussed the various stages through which the work progressed, from the initial contact with the settlement through a period of acting as chairman. We outlined the variety of projects in which the COR was involved. The community called Ladegboye Community won the best community in Lagos state, Nigeria in 2012 with a price of N2,500,000 ($16,400), and in 2018, won the best community in Ikorodu Local Government of Lagos State.
