Abstract
The transition to a circular economy (CE) is widely recognised as a key driver of urban sustainability, yet its integration into local governance structures remains inconsistent. Effective CE adoption depends not only on financial and technological capacity but also on strategic policy coordination and multi-stakeholder engagement (Petit-Boix & Leipold, 2018). This study builds on a longitudinal analysis (2012–2015) that assessed the sustainability performance of 32 London boroughs, revealing that while boroughs prioritised economic and environmental concerns, social sustainability remained marginal (Bellozoni et al., 2022). The findings also indicated that financial constraints and fragmented governance structures limited long-term CE adoption.
This research formalises an assessment-based roadmap, linking longitudinal sustainability evaluations with contemporary policy interventions. It offers an evidence-based strategy for improving CE governance, ensuring financial sustainability, and fostering inclusive urban transitions through multi-level stakeholder collaboration. The findings contribute to broader policy frameworks, providing a scalable model for urban CE integration.
