Abstract

The Mekong Delta in Vietnam is one of the largest river networks in the world (ranked 10th in total length and 8th in annual flow) and has a complex multimodal transport system. Optimizing the integration of road and inland waterway transport in this region will benefit millions of residents and facilitate regional trade. This research addresses the Multimodal Transport Network Design Problem. It develops an optimization model to enhance infrastructure investment and transport network efficiency. The proposed model minimizes transportation costs and travel times for passengers and goods. It supports regional transportation projects such as strategically locating major transport hubs, improving and expanding river ports and road-waterway connections, and optimizing flow allocation between modes while upgrading road and waterways. Validated with empirical data from the Mekong Delta, the model evaluates scenarios for expanding and upgrading multimodal transport networks. It provides decision support tools to identify sustainable infrastructure projects. These network optimization insights promote cost-effectiveness and provide valuable recommendations for multimodal systems in the Mekong Delta and similar regions.
