Abstract

With the rapid aging of society, creating a senior-friendly mobility environment has become increasingly crucial for enhancing the quality of life and urban accessibility for elderly populations. Traditional urban planning and evaluation frameworks frequently overlook the specific needs and challenges seniors encounter during mobility. Therefore, this study aims to construct an evaluation system centered on the mobility requirements of seniors by integrating the perspectives of experts and stakeholders. First, semi-structured interviews were conducted to identify essential indicators and mobility needs pertinent to seniors. Subsequently, the Dynamic Z-number method was employed to quantify inconsistencies and uncertainties within expert decision-making processes. Finally, the Fuzzy Delphi Method was utilized to aggregate consensus and identify refined core indicators for senior-friendly mobility. The findings of this study can serve as valuable references for future urban planning and policy-making, further advancing the comprehensive development of senior-friendly cities.
