Abstract
Governments have invested significant resources in opening their data for public to promote transparency, innovation and digital transformation. Although the provision of high‐quality open data is evidenced by indices such as the Open Data Maturity Report and the OURdata Index, adoption by companies remains limited. In this study, we develop a multi‐criteria evaluation model using the hierarchical multi‐attribute decision method DEX to assess companies’ readiness to use open data. A systematic literature review identified driving and inhibiting factors, which were refined through a facilitated brainstorming session with 16 domain experts using innovative software and generative AI. This process generated 260 ideas, which were categorized into 11 groups and prioritized through voting. Based on these findings, we constructed a hierarchical tree with 53 attributes, assigned qualitative domain values for each attribute and developed utility functions in the form of expert rules. The model was first evaluated on 10 Slovenian companies and later implemented as an online automated assessment tool. The analysis of the assessments of 50 SMEs shows that the hierarchical multi‐attribute decision modelling improves the understanding of companies’ readiness to use open data and thus provides valuable feedback for policy makers in developing effective strategies and support measures.
