Abstract
Exclusive-or (XOR) uncertainty arises when decision makers (DMs) are hesitant to express a choice among multiple competitive actions. Several works have shown that integrating XOR uncertainty into the different existing decision making frameworks leads to better results that stem from the greater flexibility offered to DMs. To this end, we develop XOR Multiple Criteria Data Envelopment Analysis (XOR-MCDEA), a novel approach for investigating the impact of XOR uncertainty on MCDEA models. MCDEA has recently emerged as a valuable tool for efficiency analysis that solves two major issues in DEA: weak discriminating power and unbalanced weight dispersion. We extend existing MCDEA models to accommodate XOR uncertainty, and propose methods for determining optimal model parameters. The usefulness of the proposed methods relative to the standard MCDEA is demonstrated through an illustrative example from the MCDEA literature. Moreover, a case study on renewable energy projects is presented as
an illustrative application that demonstrates the effectiveness of the proposed approach in addressing technological uncertainties while preserving the advantages of multi-criteria evaluation. The results indicate that the proposed XOR-MCDEA significantly enhances the robustness of efficiency scores and meaningfully discriminates among decision-making units, thereby contributing to the broader field of uncertainty modeling in DEA.
