Abstract
The Logistics Integration Corridors (CLI) methodology was applied to assess logistics corridors in Colombia, using an indicator-based decision support system (DSS) grounded in Multi-Criteria Analysis (MCA). CLI evaluates maturity (connectivity, integration, governance) and performance (operation, competitiveness, reliability), providing actionable insights for policy-making. Embedded in prospective scenarios and spatially disaggregated, CLI enabled stakeholders to prioritize investments, align regional development with national strategies, and identify critical nodes for integration into the national network. Results demonstrated CLI’s ability to inform high-stakes decisions, fostering new productive vocations and regional specialization.
However, the OR community often undervalues such approaches, limiting their potential outreach and broader stakeholder engagement. This paper calls for greater recognition of indicator-based DSS as essential tools for policy-making, emphasizing their ability to translate complex data into actionable insights. By fostering a deeper understanding of indicators and their role in decision-making, OR can bridge the gap between science and society, driving equitable and sustainable development.
