Abstract

The Weighted Average Unit Cost (WAUC) of Ecological-Environmental Equipments (EEEs) is calculated by integrating the Analytic Hierarchy Process (AHP) and the Bills of Quantities (BoQ). The WAUC is finalised to support public bodies in the implementation of specific agreements on direct urban interventions for a Northern Italian municipal plan.
The EEEs categories (i.e. permeable surfaces, vegetation, water, and technologies) and the corresponding groups of material/solution (i.e. modular surfaces, continuous surfaces, meadows, trees, vertical gardens, drainage systems, evaporative cooling, street furniture, and mobility infrastructures) defined by the municipal plan’s abacus and implementation rules, are structured into a hierarchy. After presenting the decisional tree to a group of specialists, they have assessed pairwise its elements through a questionnaire. Their judgements are imported into Superdecisions software to determine a set of priorities for the EEEs categories and one for the groups of material/solution.
The average unit costs of materials/solutions are estimated through the BoQ. The first level of AHP priorities weigh the average costs of the EEE’s categories, whereas the second level ones weigh the average cost of the groups of material/solution to obtain the WAUC.
In this sense, the WAUC can be employed at the municipal scale for implementing new interventions with care of the ecological-environmental quality.
