Abstract

Prof C Huttin initiated a review of design theories in health policies (Huttin, EWG-MCDA2024): for Value and Advanced Value Assessment Frameworks; for medical informatics ( physicians ‘reminder systems, patients ‘decision aids) or implementation of decision support systems (e.g. cost sensitivity simulators, Huttin, Orahs, 2018). The structuring of decision-making processes (Soft OR) is also useful for paradigm shifts towards precision medicine. Experimental study designs to analyze medical markets are presented, to discuss how and under which conditions they can be used for policy making (Brunswik meeting, December 2024). They include disease econometrics, choice modeling, and stochastic choice models with random prices.Selection of alternatives for choices mainly relates to medical policy problems (e.g. Huttin and Hausman,2021, Huttin, 2024). They require scaling up for bigger samples and the generation o additional data elements on economic and financial information represent an expansion of the dataspace on prices and costs. Such use of unstructured data elements as well as billing information may require modification of architecture of national or international accounting systems, for instance with the design of ad hoc or satellite health accounts.
